When I am looking for something from a specific country, I do a search on ebay and limit the search parameters to the country in particular I am trying to find the item in. You can access it through the advanced search option, and select from the list entitled "location " once you check the box only "show items in " then select the country you want to limit the search to. I realize you are trying to get something local to your city, but this is as close as their search allows. However, you can see where a seller is listing their item from once you get into individual listings.

I know shipping overseas can be a pain, but with the markup on the figures when sold in Europe you might save a good bit of money. The figures are still widely available in the US and have in fact gone on clearance sales in most places. Uhura is widely available in both scales here. Good Luck!
