Question: Why can't i use any gyms in gta: san andreas?

I had max fat before. Plus the game is beat. Finished. 100 % done.

Well if you mean you can't workout even if you didn't even "work out " on that gym equipment, it's simply a glitch. Reload the same save game a few times and it'll be fixed.
